How can I get the telnet client on Windows Vista?
Windows Vista comes by default with no telnet client. To turn it on, go to:
Control Panel
> Programs and Features
> > Turn Windows features on or off
> > > Telnet Client
Why it isn't there in the first place... well, that beats the shit out of me.

Ora essa, se o cliente de telnet do Vista é inseguro valia mais não o terem lá, nem como opção; se não é inseguro pode bem lá estar.
Mas se estás a falar do protocolo, então temos de ser objectivos: o telnet não só não é inseguro como é usado com muitos objectivos. Inseguro é fazeres uma ligação por telnet por uma rede não segura, visto que os dados não vão encriptados. Aí, o telnet é tão inseguro como, por exemplo, o HTTP.
Simplesmente porque o ssh "matou" o telnet! :)

Isso não poderia estar mais longe da verdade (e o Windows Vista não traz nenhum cliente de SSH). O telnet, em muitos casos, (naqueles em que não é usado para fazer remote login) não é substituído por SSH mas sim por telnet-ssl. Além disso, ainda hoje em dia é lançado no mercado muito equipamento para o qual a única forma que tens de acesso é o telnet.
Por exemplo, e segundo a wikipedia:

TELNET is still widely used for administration of network elements, e.g., in commissioning, integration and maintenance of core network elements in mobile communication networks.
TELNET is also heavily used for MUD games played over the Internet, as well as talkers, MUSHes, MUCKs, MOOes, and the resurgent BBS community.
